I just thought of this. If you can find an alliance to join, any number of carebear alliances out there, his war costs will jump to 50 mil, which might be a little more than he's willing to spend.

The mechanics of the game make Frigate swarms effective against much larger ships. Even at a 20:1 loss ratio you still inflict more financial damage on them than they inflict on you. Very cheap way to gain combat experience.
